How do you do brakes?

My car, a not even three year old, perfect condition vehicle, has failed inspection both times it's gone in.  It might fail again.

Front tires, rear brakes, and most likely front brakes this time.  I don't remember when I got my front pads changed, and that likely means I need them changed. 

Can I bleed the brakes when I change the pads?  Is that a good time to do it?

It's all in the same place, so it'll save a few trips.  If it doesn't rain, I'm getting the brakes all pressurized again tonight.  The pads are right there and it only takes 2-3 nuts and a ratchet to get them off if you do it yourself.

When you bled the brakes did you follow the right wheel sequence?   Most vehicles have a bleed sequence due to ABS and proportioning valves. This must be followed correctly or you'll never get it right.
