I talked about build quality. Usually when something isn't built well, something breaks, hence the underlying reason for "unreliability". Toyota's build quality is not like it used to be.

Insurance on Civics is generally on the high side.  I actually don't think insurance on a regular Impreza would be all that bad.  WRX, sure, but not the standard Impreza (especially if you get the wagon).  However, they are quite a bit more money than most other compacts of the same vintage on the used market (because they cost more when new and have pretty good resale).

I've crossed out the cars I wouldn't even consider.  And before you ask why I got rid of the Matrix and not the Vibe I might as well go ahead and tell you.  The Matrix is a Toyota, so even though the cars are mechanically identical, the Matrix will have a higher resale value, probably pushing it out of your range.  I bolded the Focus because that would be my first choice (ZX3) and the Protege would probably be my second.  I don't know enough about the Saturn S or L series cars to recommend them either way, but what about the Ion?

They're surprisingly neutral cars.  It's all about how you flick it into a turn and on what kind of surface.
