So are they right- or are they wrong?  We're getting ready to do our fourth quarter budget planning in the next week or so and having that info might come in handy.

I would get a printed copy of the factory service manual for each of your different models your dept maintains, specifically with all info pertaining to brake service, and use that info ONLY (and of course if it jives with the dealer techs, even better).  Don't take my word for it.
