I got an observed 17.5 mpg in a Prius today, and its handling is downright terrible.  It can be done.

I was only really doing 0-50 runs.  I'm sure I can get it to 15 with some practice.

If you were to do any engine swap on a car like that I would go for a turbo 2.0L Ecotec (supercharged ones aren't bad, either)
