The bumper cover is thin so the steel ball/bumper hook will just go through it instead of getting pushed back and damaging the frame. Plus the car trying to park will be moving really slowly so it won't really push your car back.

I'd say the risk is small.  The other dude's bumper cover and impact absorber will take the damage.

i'd generally punch myself in the face if i would ever hit someone elses car while parking as i care too much about my own car to do it

Not unless they hit you very hard. And then you'd have been fucked anyway. The tow hooks screw into the reinforcement that's bolted to the frame rail. You'd have to hit it really hard to mess the car up. I've got lots of them I've taken out of totaled cars at work. I use them to secure the car down with a chain as I pull the other end with a come along puller.
