Gear down?

I find that I usually set the engine brake and slow down to about 1000 rpm, then I split the gear to low and bring it down to 1000 rpm again, then I shut off the engine brake and shift down a gear, turn the engine brake back on and start using the air brakes as well. If it looks like I'm going to stop, I'll clutch in and use the air brakes the rest of the way. If it look like I'm not stopping, I'll still clutch in and brake until I'm going slow enough, then I'll put it back in a gear.

I doubt anyone has actually been ticketed for that as a sole offense.  However, should you get into an accident while coasting in neutral, you could get ticketed if it's discovered that your car was in neutral at the time.

Then you're mistaking the gas pedal for the brake, according to the NHTSA.
