Why chase it at all? Aren't most cop cars these days tracked anyway?

And stealing one is considered a "violent felony" enhancement.

You have to chase them because their such a threat to society.  And almost no cop cars outside of metro areas have GPS.  We scuttled the our plan because of the maint. costs.

Yes, while recovering the car might be pretty quick and easy, the patrol shotgun and rifle, along with whatever else the officer is carrying could quickly disappear.

By all means don't let them get away, I just figured that if the vehicle were being tracked than it would be possible to follow outside of visual range of the moron in the car.
