They still have to pass the API tests and so forth.  It can't be junk, by default.

I'm not saying it is junk, I'm just noting that walmart has done things with other products to cheapen them, so that could be true for the oil too.

And, i think you might put a tad too much faith in API and other standardized industry tests. Lots of jiggering around can be done with regards to samples sizes, testing frequency, and equipment calibration. plus, those are minimum standards- not maximums.
