I'm looking at the European auto lighting requirements (Regulation 48) right now, and the word "pollution" does not appear once in the entire document.  There is a requirement that the reference axis for any lamp on the vehicle needs to be parallel to the bearing of the vehicle.  However, this is not a new requirement for the 2019 version of the regulation.  It's been there for years.

I think that is part of the issue that Rolls Royce is facing. The cars did not meet regulation when they were sold, that is the only explanation why  Rolls Royce is needing to remove the lit up figures from cars already on the road. If it was a new regulation they would have been grandfathered in.

Basically they dropped the ball on this.
