Well the benches are modern, and its not in the United states or there would be safety railings around the pools.   Its archectual design looks old but it appears to be recently restored and/or very well kept. 

Is it in Russia?

They do not really have winter in Iraq except for Kurdistan. They just have the less warm then summer season.  ;)
