What 108? The lowest model is the 116i.

In all seriousness though, the 118i is more fuel efficient than the 116i. The only reason BMW continues producing the 116i is for, I quote the salesman: "Grandpa and grandma who have a problem with a car that has more than 200-horsepower..." 

My sister's 118i doesn't have the start-stop function: only available with a stick....

No, but the 116i is like the entry-level 1-Series for people who just want the car and don't need the most powerful version. The fuel consumption is terrible though. The new 118i, which my sister has, uses about 1.5 liters less fuel on average, sometimes even 2 liters less if I recall the spec sheet correctly.
