That's the issue. The dash lights stay on, except the CEL and maybe another light. It bugs the shit out of me. The A/C won't kick in either. It's really really concerning. It's like the car doesn't recognize that it's on. HELP!

I don't quite understand what the problem is. Is it JUST the lights staying on? It sounded like the starter was taking a shit the first time you cranked it, but maybe it was just the camera.
It's the camera. It's the lights staying on and the air not turning on. The car drives and everything, it just doesn't want to turn the lights out or turn the air conditioning on.

I buleeve that is the job of the ECU to go through it's starting cycle and go into normal running mode. ECU has taken a shit? Check its pants. :huh:

Yeah, its kind of like when VTEC kicks in!
It sounds to me like some sort of plug or wire is loose from when the battery/alternator was changed, but then again, this is straight out of the left field bleachers
You only gave us a few seconds, and right as you go to rev it up the lights clear out.
The vehicle does a self-test of all warning indicators at startup, so it looks normal to me.
At least you have dash lights.

I know I only gave you all a few seconds. I ran out of memory. And yes, I know the car does a self-test of all warning lights upon ignition, but they're supposed to go off. I'll make another video if it does it again today. When I rev it to 3,100 RPM, they go off. As soon as it drops below that, they come back on. It's a real PITA.

Alternator going bad, perhaps? You'll find out when your car stops dead because the battery drained.
It's a rebuilt alternator. Maybe the alternator is bad? The battery charges...

Check all of your fuses. Some cars do silly things when a fuse burns out.
Warning lights will tend to come on with low system voltage in many vehicles, so have that checked out.

I'll head to Dallas tomorrow and go to Southwest Auto, a trusted Volvo specialist and get the electrical systems check for $40.
Various Relays and Sensors? The Parts themselves may be fine, but the sensors that monitor them may be going bad, especially on a car of this age.
