OK, I've got issue with Central OH Law Enforcement.
I've been passed by several times by a maniac in a civilian car doing at least 100MPH with inconspicuous lights and sirens. I called the police (I honestly thought it was a fake cop" and they were like "Nope! He's one of ours!"
The first time, it was a 2012-ish red Kia Sorento!
Two days ago, I saw a 2008-ish Honda CR-V!
Then I got passed on a public road (not a freeway even) by a Jeep Liberty going far too fast on salt-covered roads.
I kind of want them to hit me, because I'd sue the brakes off those guys.
They probably don't have insurance, have bogus ID, and would run away without ever getting caught.
So they're driving junk in some misguided attempt to make some easy bucks? You may be right.

What?
If they're not real police.
I still have a really hard time believing those other vehicles you posted are police.

I see local Vice cops in vehicles like that all the time.
I've heard of departments putting atypical police cars to work as unmarked vehicles for traffic enforcement or undercover work. Not uncommon for these vehicles to have been seized from criminals and used by the department instead of auctioned.
I saw an undercover minivan pull someone over last month

But trying to give chase? That sounds like a liability!
Aside from me being annoyed, I had no clue what car to look for to give right of way.
I wasn't aware that the police could give chase in non-"Pursuit Rated" vehicles. Are you sure they weren't just responding to calls?

I've seen cops traveling at high speed to respond to a serious call (serious accident, fire, BOGO sale at Dunkin Donuts...)

In a car that looks 100% pedestrian, with regular Ohio plates, and no identifiable cues other than some very inconspicuous lights and sirens? That sounds like a great way to cause an accident!
Not to mention, I don't think a Sorento or CR-V are the most stable things to drive hard above 85MPH.
I would team up with your local newspaper and see if you can write a story about this. This kind of behavior would annoy the shit out of me and is one of the low hanging fruits that cops could cut to really build back some public trust.

Dunkin was running out of donuts. The greatest emergency of all.

Yeah, I know the reason I don't trust cops is that they might be driving a Kia Sorento. If they get rid of that, I'll be totally on board with them again.

Oh god. So, I'm Albanian and those are Albanian police officers. Every department in every city is a joke. Imagine all of the stereotypes of cops abusing power and being lazy and you still wouldn't even be half way there.
Love the heels. I'm guessing she isn't chasing down any bad guys...
