As with England, the monarch doesn't actually rule Canada.  She ceremonially appoints the Governor General at the PM's advisement (basically a rubber stamp approval of whomever the PM recommends).  All laws are made by Parliament without any input or sign off by the Crown.  The Canadian Constitution permits amendments that affect the role of the Crown (which includes the Gov General) to be passed without any authorization or consent from the Crown.
