I don't know where that's from, but it looks like it's crumpling into a vortex located in the clock tower!

Hint time.

Laconian correctly identified the distinguishing feature of the structure. If I remember correctly, the original building was meant to be taller, and the current design came about as a way to modify those plans. It does, however, "match" the eclectic nature of the city it's in (which is in the US).

The architect who did the top graduated from Rice, and it's supposed to look a bit like an owl.
