I never understood films where an in-car smokescreen would somehow throw pursuers off your tail. I mean, wouldn't you just follow the big cloud of smoke? Evidently, that's what police in Wales did to nab would-be James Bond Simon Chaplin and his smokescreen equipped Peugeot 309.
Reports failed to mention if Mr. Chaplin's car also had any machine guns, rocket launchers or an ejector seat.

With a smoke screen, yeah, they can follow it. But the point is to blind them so that they are forced to slow down while you can continue speeding away. Then, once the smoke is gone or you've turned it off, you can turn somewhere, hide somewhere, or just keep going with the lead you've created.
Of the guys that actually do build cars to do this kind of stuff (like Jankel), the smoke is used to conceal dropped caltrops.

Yeah. It's most useful for concealing potential hazards rather than just concealing yourself so you can get away. A dense smoke cloud ahead of a sharp bend in the road could also work since your pursuer may not see the upcoming turn and, if traveling fast enough, may not be able to react in time when they do see it to avoid flying off the road or crashing. But if being pursued by multiple vehicles, the smoke cloud is just a big marker to help them follow your trail.
I have considered rigging an oil smoke screen to deter tailgaters that have crossed the line into vehicular assault, but there is a fire risk.
