For the life of me I cannot come up with a reason why the Touareg should exist alongside this... anywhere

The Touareg is a luxury car with luxury-grade refinement and interior quality. The Atlas is a mainstream car with mainstream-grade refinement and interior quality. The difference between the seven-passenger Atlas and a Q7.
