Nope, not even close.

It's a very famous statue, widely photographed, in a very famous place.

That was my thought as well, but the only statues of him that I can find are an equestrian statue and this one:

Nope not Custer.  Right era though, and the statue is located in the same area where Custer fought in a pivotal battle.
