I don't agree with what she had to do, however there isn't much information here(just the one side).
Does she have priors for possession? Does her passenger have priors for possession? Where they in a high drug traffic area?
If there was suspicion of possession they should have had a female officer do a pat-down search.
I can't imagine ANY police officer would ask a women to "shake out her bra" if he didn't have a very good suspicion that the subject was lying about being in possession of narcotics.
She was driving with a suspended license. Was it suspended for driving under the influence of drugs or alcohol? Personally, I am glad all these cruisers have dash cams now, but I wish they were all mic'd as well.

Legally, federal limitations on wiretaps apply to recorded sound, but not to visual data.

Since the state's attorney is on offense, and the chief is on defense, my guess is that this was an individual cop who went too far. My hunch is that the search/edict from the officer was not appropriate, but overall this not a widespread and/or departmental problem.
The media will absolutely sensationalize. I'd like to know the whole story. Was this an innocent victim, or was she in a known drug area, had a record a mile long for drug offenses, etc? Unfortunately law enforcement agencies can't always answer these questions due to liability concerns.
