I'm 99.9% positive it's in Missouri and is called The Missouri Megalith. It's in Rolla, at the University of Missouri campus.

You are right, its the "Stubby Stonehinge" of my alma mater; The University of Missouri at Rolla.
I have family in Missouri, but I've never been to this place. It was uber-easy to search for. There are plenty of online stonehenge replica catalogues.
