On closer inspection, the mast is all wrong.

Can't be the Iroquois-class, you only have four of those.  Doesn't look British, the town is far too nice to be ex-USSR or China...

Might be French.  Toloun?

My brother finally got back to me and told me they're a mix of Udaloy and Sovremenney-class destroyers but he couldn't figure out the port.  I probably would have dicked around the Caspian and Baltic for half a page before I got to Vlad.  :facepalm:
