There's a town in SW Georgia that has a stop light set up for shakedowns. It's set to red and will just stay there (no other traffic) for minutes on end.  So victims gingerly venture through the light, assuming it's broken. As soon as they do, a local thug in a CVPI will come out of hiding and give the victim a ticket.

States generally have a provision in the law that says you can proceed through a red light with caution if it's malfunctioning.

Well, if it's that corrupt of a Podunk town, what chance are you going to have convincing Buford T Justice of that?
Besides, it's not malfunctioning, it's ridiculously long.

I used to work with a mechanic that used a shotgun to kill a red light that wouldn't change. He served six months.  When he shot and killed a black guy at a illegal casino, he got three days.  Oklahoma in the 1950's.
