Well I'm guessing western Europe, perhaps Belgium, perhaps a WWII memorial.  Near an allied cemetary perhaps?

I was there in 2002 and don't remember that particular monument (sculpture?).

It was dedicated in 91, I believe. Kind of a cool looking monument (Korean war memorial), really.
