This looks to be what we in California used to call a dune buggy. It was a Volkswagen bug with the body removed and a lightweight fiberglass shell added. Put on some big tires and the thing was ready for dune hopping. This one clearly has the engine in the rear and those look like VW taillights.

Looks like a Meyers Manx, but it's difficult to tell genuine Manxes from good quality knockoffs.
