It appears from the video that the vehicles were in a 40kph zone and that they were giving a 10kph acceptable allowance above the posted speed limit.  It is hard to tell from the picture but 40kph seems very slow for a multi-lane road like that.  Around here that low of a speed limit is reserved for 2 lane residential areas. 

Overall, I sense that this will be another money grab that will mostly end up lining the pockets of those making the equipment and generally irritating the driving public.

Well shit that sucks. Big Brother is here to stay.

At least in New Orleans there has to be a speed limit sign that displays the speed limit and also says "photo enforced" before the cameras.
