Yeah the "russian Cadillac".

It's a ZIL but I'm not sure about the model. I guess it's a 410417 but I can be wrong on that one?

Good guess. It is indeed a Autosoviet ZIL  41041. Used to ferry the kremlin big wigs and party bosses around, nicely insulated from the proletariat and the biting soviet winter.

And yeah, well protected from the counter-revolutionary imperialist-capitalist pigs and their running dogs.  :D
