As the inventor of the term, I can confirm that it's "Fat Old Guy", and connotes one who buys expensive and fast cars to drive them slowly, especially in a manner in which they can be seen.

Both "fog" and "eff oh gee" are acceptable pronunciations, but "fog" is the preferred pronunciation.
