:(   Tailgate, nowhere else that I've seen yet.

This is a 13yr old car, but just a few months of being in NY this happens.  What to do??

For that; get some POR and dab it over the top of the rust to keep it from spreading.

I use an AMSoil brand motorcycle chain lube on my rust, but it leaves a stain around the area.

If you admire the patina and want to preserve it, use Penetrol.
Maybe we need to start off small. I mean, they don't let you fuck the glumpers at Glumpees without a level 4 FuckPass, do they?

POR has a silver, i believe. Would probably not look too out of place.

Right on the edge there I think it won't be too noticeable at all.

When did you come up to NY?  If you were up here all winter, yeah, I could see that.  Tailgates are a rust hot spot because salt spray gets sucked against the rear of the vehicle by the aero wake and clings there.

My transmission and oil pan were leaking last winter, but I didn't mind since it coated the front half of the frame in a nice protective layer.

January. A few serious snowfalls.

Yup. I take rail dust off the rear end of vehicles more than anywhere else.  It happens down low aft of the wheels as well, but the rear end is always a hot spot. You can't go a winter without getting it.  Super easy to remove, though, at least for me.  Most people are baffled by it.  Some clear coat safe brightener and maybe a little scrub with the clay bar mitt and it's gone.  Most polishes and waxes with some cleaning power will take care of it, too.

POR is def the way to go...

However, I can't tell by looking at that if it started from the inside out or not, as that's a typical spot for it to start since the metal wraps around there.

January. A few serious snowfalls.

It's not the number of snowfalls.  NYS is putting salt on the roads whether it's snowing or not pretty much as soon as the weather drops below freezing.  They'll put more down if they are expecting precipitation, but they salt pretty much constantly for 4 months.  It's also not just rock salt.  They spray a salt solution on the roads that doesn't get swept/blown off the road by passing cars as dry salt crystals will, and will more readily cling to your car.  They also use salts other than sodium chloride because NaCl doesn't work below about 15-20F.  They use Potassium and Magnesium salts as well, which work better at lower temperatures.  Some of these will cling to your car as dust and then draw or react with moisture from the air, leaving your car covered in a corrosive slurry.  Not sure if you noticed, but some of the stuff they use on the interstates doesn't clean off the windshield easily with simple washer fluid.  It just streaks.  That same crap is clinging to the rest of your car.

There's a reason you see few 90s era, or even early 2000s, daily-driver types of cars in NY.  They've all rusted away.

If you can remove some trim and get to the interior of the panel liberally spray this stuff in there.

I'd try a decent polish on the rust stains in your picture before I did anything else.

Not a fan of the "wax" or "drip-less" type rust inhibitors. I'd rather have to re-apply a liquid that drips than have crap get stuck in the gel that the drip-less stuff leaves behind. That's just from experience having tried a bunch of different things on the my Accord.
