I'm damned certain that any rules Tesla has about this are badly crafted, not widely known, and often ignored. I've never worked for any automotive concern that had any real clue about securing their networks. Tesla isn't likely to be different, and probably much more chaotic.

Over my career I've seen and warned companies & professional firms about networks not secured on even the most basic level. They've usually been intelligent & accomplished people. But usually they've thought I was just huckstering. Only actual breaches (& a ransomware attack in one case) got them to act.
I have no idea what's going on in Tesla. But it's looking wobbly from this angle.
