This is a test car.  A civilian model with the NYPD markings on it that were displayed at some NYPD press showing this week, I believe.  

And, a link to the reactions in the semi-secret "NYPD Rant" message board, that is a message board for NYPD cops.

There was one of these at the Auto Show in MN, although I think the color scheme was a little different.
