British Motorists to give fingerprints

A few things struck me after reading this article:
(1) This is scary.  The Brits are taking electronic crime fighting to the extreme, with this and all the CCTV and such.
(2) 60% of people don?t give true identity when stopped.  That seems high to me.  I wonder what the figure is in the US.
(3) Making this technology mobile will encourage higher use of fingerprinting at traffic stops.  Maybe this isn?t bad, but it sure doesn?t sound good to me. Sure it?s voluntary now, but the devices? existence enables the next step of mandatory fingerprinting at every traffic stop.
(4) If someone can?t prove their identity and doesn?t have photo id with them then maybe they deserve the extra hassle of a trip to jail?It?ll make them think twice next time and might lower that 60% figure from above.

I can see where law enforcement loves things like this but I just don?t think the benefit outweighs the civil liberties problems that crop up.
