They upped their stake to a certain level, and then by law they were required to tender an offer for the whole thing. They offerred the absolute minimum amount allowed under the law (which was well below market value of the shares) and not surprisingly, no one took them up on it.

That being said, Porsche now owns what some might consider to be a controlling stake in VW, along with the province of Saxony. I believe the goal is to prevent any foreign automaker from trying to buy VW. Ferdinand Piech is the guy running the show (his family has control of Porsche, and for all intents and purposes they now control VW as well).
