I've seen dudes in Charter trucks (the local cable/internet company) park in parking lots and then proceed to put their orange cones out.  I guess it's some crazy rule, but Jesus cripes.

I used to have a picture of a Charter truck parked at one of my parents' neighbors house with his cones out.  A 1/4-mile long dirt road that had 4 houses on it at the time.  BETTER GET DA CONES OUT. DANGER.

I think it is intended to force them to walk around the truck and verify that the area behind it is clear for them to backup as they pick up the cones. There are usually 2 or 3 reports a year locally of people backing over small children in their own driveways. I think a lot of that is because they get into their vehicle before they open the garage door and in large vehicles their is a huge blind spot right behind the vehicle that can easily hide a toddler playing in the driveway. I try to always open my garage door so I can see what is in the driveway while I am walking around my vehicle to get in the driver's side.

I'm guessing the placement of the cones are some sort of insurance requirement.

Some of those trucks have a good size blind spot in front as well. I think they put cones up when parking along curbs just because orange catches the eye more than white. It is surprising how many times drivers run into parked vehicles. And of course requiring them to put up cones in all parking situations helps to ensure that they put them up when they are needed the most.

On a side note, I had a vehicle get run into while parked on a curb in front of my parents house. My brother came through the door and asked if I knew that a truck was parked in the back of my van. I went out and a guy from a couple of houses down had got distracted while driving down the road and drove right straight into the back of my van.

It forces the driver to actually get out and look behind the vehicle before backing up.  It also prompts them to make sure they are leaving nothing behind, like tools, etc.
